Re-sampling Video?

I have a video that is currently in .avi format. It was originally a flash video from a website. The file size is roughly 320x240 and heavily compressed (obviously being that it was Flash).

What's the best way to re-sample this video so it can be burned to DVD and shown on a television with the standard 720x480 settings?

Try SUPER. But I doubt whether the DVD quality will be up to the mark given the poor quality of source file.
