Looking For Low Frame Rate Frame Interpolation

At times I've found myself shooting some rather low quality video on my digital camera. To get the higher resolution the frame rate had to suffer... about 15fps.

I've started to convert these .mov files to mpeg but they look pretty bad. The encoder just captures that jerky 15fps.

Are there any video conversion utilities out there that can interpolate intermediate frames? I'm finding lots of theoretical papers but no tools yet.

    Thanks!

Well I did find something called Motion Perfect from http://www.goodervideo.com/products/MP.html but it's only for AVI files. I tried converting my .mov files to .avi and even tried playing some .avi video from a friend's camera, but I get errors that there's a DirectShow problem or that I'm lacking the proper codecs.

Not sure. Where would I check? There's nothing I can find about DirectShow in dxdiag. I have WMP10. Can't move to WMP11 since I can't install XP SP2.

Motion Perfect seems like a quite capable tool but it only works wiht .avi. Do you know of any frame interpolation tools that would work directly with .mov files?

ON EDIT... it looks like Direct Show is now part of Microsoft Platform SDK but according to http://www.microsoft.com/msdownload/.../downlevel.htm I'd need XP SP2.

I should add that if I can get Motion Perfect to work, I have to convert my low framerate .mov files to .avi. But this whole exercise of adding interpolated frames is moot if the conversion changes the framerate from 15fps to 30fps locking in the strobing effects of the original source file. That's what happens when I convert to .vob.

So does anyone know of any .mov to .avi converters that can give me control of the framerate? Or will the conversion just preserve the original FPS?

I used WINavi to convert the .movs to .avi. I don't see how Flick can help at this stage. The two-pass is only useful for getting the best compression on a DVD, right?

At this stage I'm trying to find more tools like Motion Perfect that create intermediate frames from the surrounding ones. The second example on this page http://www.goodervideo.com/videos/index.html is what I'm looking for... starting with jerky a low framerate source and adding interpolated frames to smooth out the action.

While I will ultimately convert to DVD... I'd need to use such a tool before converting to ,mpeg. Once I do that low framerate will just be locked in at 30fps. I need to process the 15fps source.

For anyone that's been following this discussion here's another possible tool

It's supposed to work with .avi files but I can't get it to do anything. Perhaps it's because the audio has to be PCM.
