how to change a ratio of resolution?

hello,
i have a movie that i have edited in resolution 720*540
which encoded by pinnacle dc 30 plus card.
how can i convert it's res. to 480*576 - svcd (opposite ratio)
without corrupting it?

Many video-editors have the option to resize the video, but I think that VirtualDUBs filters do the most accurate resizing. Load the video in VD, frameserve the video, and compress to MPEG2 with TMPEGEnc.
