How can I create a fake WIDESCREEN ?

What proggy is able to generate black rims/boarders/beams in the upper and lower region of the screen ?

Or simply how can I matte a DVD Video file ? I am not talking about avi-files. I know erveryone would recommend VIRTUAL DUB but VD doesn't take DVD-files (VOBs).

There must be an easy way for this, or am I wrong ?

DVD Rebuilder will put it at 16:9

Virtualdub-MPEG2 and VirtualdubMod both do.
