Whats the fastest DivX to Mpeg(PAL VCD) encoder?

Whats the fastest DivX to Mpeg(PAL VCD) encoder?
I use Tpemg and Vitudub now but want to know if something faster,
something with good quality too.
Im running Duron 800khz

any comments apreciated.
