Problem with ASF to AVI Conversion guide 1.0

When I download the Microsoft High-Speed MPEG-4 V3 codec from both links there is no .ini file in the zip archive, so i cannot install the codec? Am I just screwy or is there really an error in the archive? If anyone has successfully downloaded the archive please email it to me or tell me what i'm doing wrong. I've even checked the hidden files, all that turned up was a .dll.
