What format is best?

Hi!

I have to request a master from which to different encodings, do HD, do h264/mpg4 a different bitrate and maybe windows media video.
I thought of asking mkv with h264 codec, is there anything better?
Will it be better to ask h264/mp4 directamante HD resolution?
I'm new to this and am very lost ...
