CCE 2.5 encoded MPEG2 files look like BBS ANSI codes on acid

I take Vegas Video 3 and capture my video via firewire at NTSC DVD spec. I took the AVI file into CCE 2.50 and kept getting those stupid 'dvsd' errors. Found out I needed to download and install the Main Concepts DV codec. I found a trial version and installed it. Now.....CCE accepts my AVI files perfectly. I setup a template to do 3 passs VBR with a min of 4k, average of 6k and max at 9k. I played with top/bottom field order first and in either case, when the MPEG2 file is complete and I load PowerDVD to look at it, the resulting MPEG2 file looks like somebody is drawing ANSI graphics from a BBS on my screen. I see NO parts of the video and only see total crap. Like every character on the keyboard in every color........WTF?
Working...
