Apply a deinterlacer to your video, or perform Inverse Telecine if the video you have is Originally-FILM NTSC material. GordianKnot has support for these.

To apply deinterlacer, go to Video -> Filters in Virtualdub. There you will find a selection of filters at your disposal. Select Deinterlace, or download and use Smart Deinterlacer which has more tweakable options and gives better results.
For IVTC, GK will have it in the part where you are saving the .avs file (Whatever the name of that section is).
Alternatively, you can manually apply the deinterlacer in Virtualdub, though you have to keep in mind that it has to be done BEFORE any resizing (which means that cropping & resizing will have to be done in Virtualdub as well).
