Generic res question

When I rip a file, it says 740x480 and has black bars on the right and left, but when I play it on the TV, it's 4:3 (I guess that'd make it the equivilant of 640x480) but with no black bars...do DVD players just cut out the right and left (just play the middle) so that they can adjust to different/odd screen sizes, or . . . whaaa? Basically, I'm asking, what section of the actual DVDs video plays back on the TV...

All NTSC DVD are 720*480, I'll assume that you writing 740*480 was a typo.

All DVDs use either 4:3 or 16:9 aspect ratio.

No, The DVD player does'nt cutout any part of the picture. It stretches the image to fit the correct aspect ratio. The reason you can't see the black bars on the sides, is simply that that you don't see the whole picture on you TV. It cuts out a little on the sides and on top and buttom.
