Help encoding avi to SVCD

Using tmpg I encode the avi which is 23.976 fps to a SVCD using NTSC Film, but when I try to burn with Nero it states that the MPEG-2 is invaled and suggests that I reencode using Nero.

I don't understand where I am going wrong?

any suggestions?

In NERO, remove the checkmark from "Create compliant standard VCD" under the "Video CD" tab...
