What is best Format for DVD?

Hello all. I am a Newbie to this and after spending considerable time reading and printing information, I have a rather simple question I think.

After d/l movies from Kazaa or Morpheus in .avi or .mpg format, what is the best way to rip to a CD for use in a DVD player?

Should I use TMPG and make a VCD or is there a better way?

TMPGEnc would be very much the appropriate tool to use, in order to create VCDs.
