improving video quality

simple question:

what is the best (free) program out there to improve video quality, if possible? all formats: mpg, avi, wmv, etc...
(to improve resolution, i'd say. quality is good when viewed small, but when enlarged, quality drops quickly)

you cannot turn **** into gold

if the file you're playing has a low resolution enlarging it wont make it look better.

if macroblocks are clearly visible due to poor transcoding then this cannot be altered.

it is rather impossible to change existing files into better looking ones.

if, however, your question relates to improving your files when creating them, let us know.
