i am not to sure about the first question, but for your second that is easy.

Hook up your vid out from pc to you vcr, and get a tape ready, then find the channel on your vcr that displays your computer. Next just start the avi file in a player, and push record on the vcr

As for the first question, as for a quess, can you say which monitor is primary and seconday? If you can try setting the tv as primary output, and your monitor as the secondary
    Go Sens!!!

You may wish to hook a composite from your pc's headphone jack to the audio in on the TV or VCR (that is if you want to hear sound as well as see the movie.) In Xp you can set the primary monitor in the control panel area's "display" icon. Go to "settings" and "advanced" and you'll see the monitor tab.

some video cards dont have svideo controllers on them, yours doesnt.
besidees that tv out is meant for dvds or projectors, dvds has twice more lines than tape so it looks a lot better on tv when take from video out.
projectos is a whole diff story though from tv so i am going to go into that.
