PAL to NTSC ?

HI all!
I have loads of PAL hi-8 tapes and i want to convert them to play on NTSC Tv's etc.
Now i am able to play them/and burn them to CD on my older PC which has a PAL version ATI all in wonder pro.
IS it possible to convert that to NTSC format with software and if so which software can i use.
When i create VCD's on my older PC it plays on my Pc but not on my DVD player,

You can use Vegas Video or Adobe Premiere or Ulead MediaStudio for this purpose. I never have any PAL hi-8 tape to try, so do a little research on yahoo or google will be better you to convert the video files. Buy a hardware that capture video will help you more.
