I need some advice on how to convert old vhs medium video to a format to be played on a cd or hard drive.

What hardware should i get?

you'll need to get the signal into your pc first.
a tv-in on a tv-card or vga or special card will do the job.

to process the signal you should use virtualdub or avi_io
with virtualdub i'd use the mjpeg picvideo 2 codec set to max quality.

thus you will produce a huge avi file, which can be processed later on to a smaller file in divx format via virtualdub again.

i would record sound to pcm wave first and to mp3 later on to avoid frame drops when capturing your movie.
