Need help doing time remapping in After Effects 7

So far I haven't been able to find a guide using AE7 on time remapping. I have a video clip that I made to test this out (for future use) and I just can't quite understand how to get it to work with keyframes and the timeline and whatnot.

I also have Premiere Pro 2.0 and Vegas 6b at my disposal if either of those can be of use.
