Frame Rate Conversion -Where to post a Q on this topic?

Hi -I have had a look through the forum and can not work out where to post my Question and bout converting frame rates -If someone could point me in the right direction that would be really good.

    My Question is this:

I have an NTSC video 29.97fps-(20minutes long) and I need to set this up so it 'streams' (using progressive download in flash so not true streaming).

Exporting it from After Effects at 29.7fps as a .mov file I have then taken i through the Flash CS3 video encoder and changed it to 15fps when I have done the flv file.

Can someone tell me if this is the best way to set up a video for web when the original footage is not 15fps? (ie work and edit and make the video in the original frame setting and then when you go to take it to the web change the frame rate when you make the flv)

This seems reasonable. FLV is not the greatest quality,
so I think you're in business.

    How does it play?
