Where is the MPEG-4 V1_2_3VKI Codec?

Does anyone know where I can get the MPEG-4 V1_2_3VKI Codec from?
Up till now the only way I have found of getting it is to install the program 'Irfan View' into the Windows Media Player folder.
Although this means I have the codec, it is a bit of a 'Heath Robinson' way of solving the lack.
I can get a zip file downloaded which gives the instruction to 'right click on the codec file and extract it to wherever' but when I do this I am told to put the cd in.
What cd?
