I need a good MPEG cutter

Can someone recommend me a good mpeg editor that can accurately cut off a segment of a mpeg movie by marking in the frames kind of like in Virtual Dub? I need a free program that can do this with no quality loss whatsoever.

    TMPGEnc, as follows:

    FIle>>MPEGTools>>Cut&Merge

I got another problem. When I try to join this mpeg clip with the next clip, there was a jolt (very slight pause) at the part where it was joined during playback. I know for CERTAIN that it would have played smoothly through that part if this was an avi file and I was doing this in Virtual Dub. I know this jolting problem exists mostly when joining MPEG, so what could be the problem and could this be fixed? I know it's not recommended to edit mpegs, but I have over 10 of these small mpeg files that needs to be joined properly and I don't want to convert each of them to avi or anything like that to do the job.
