MPEG1 and AC3 to SVCD

I have a MPEG1 file and an AC3 (both selfmade, so none is ripped from something). Now how can I make a SVCD that plays the video with with the dolby digital 5.1 sound. The SVCD has to be playable in a standalone DVD-player (I mean the ones that support SVCD)
I can use TMPGenc and I have DVD Maestro (but I don't now how it works)

SVCD with AC3 audio

First off, I think we are both bummed out that dolby AC3 audio can NOT be a part the SVCD. This hunch is from reading the SVCD info pages on www.vcdhelp.com and on www.cdrinfo.com. For money and time contraints I do not use all 5.1 (3/2) channels from the AC3 file, but instead I decode the AC3 into standard .wav stereo file and then encode that .wav file into MPEG-1 layer II. The SVCD standard does support more than stereo sounds. If you could get the necessary software then you could encode the 5.1 channels into an MPEG-2 5.1 channel stream. I think this format is referred to as "AAC".

I am not sure about how to get an MPEG-2 AAC 5.1 channel encoder tool, but I found some others that do 2? channels.
