We know that a PAL VCD is MPEG 1 352x288 25fps CBR 1150 kbps,Layer-2 44100Hz 224kbps. Now ,I read somewhere that as long as u keep the TOTAL kbps at 1374(1150+224) it will be a standard VCD.So u can reduce the audio bitrate from 224 kbps and increase the video bitrate to enhance video quality.Is this information correct?

Although you can reduce the audio bitrate if you want to, doesnt mean you can increase the video bitrate.Comment
