    VCD bitrates

We know that a PAL VCD is MPEG 1 352x288 25fps CBR 1150 kbps,Layer-2 44100Hz 224kbps. Now ,I read somewhere that as long as u keep the TOTAL kbps at 1374(1150+224) it will be a standard VCD.So u can reduce the audio bitrate from 224 kbps and increase the video bitrate to enhance video quality. Is this information correct?

      I agree with only this.

Although you can reduce the audio bitrate if you want to, doesnt mean you can increase the video bitrate.

Yes, it should, but always test using a CD-RW first, to be on the safe side.
