audio bitrate & system clock problem

VCD virgin here. Thought I would try an easy burn on my first attempt, so I picked one already in mpg format. Using Roxio CD Creator, I received a message saying that my "audio bitrate" and "system clock reference" are not acceptable. I haven't used VirtualDub or Tmpgenc with this movie since I assumed that since it was already a mpg it was ready to burn. Advice will be much appreciated.

Get "nero" burning rom from kazaa or wherever adn use it. it will format directly to VCD.
