Help to make vcd from a non compliant Mpeg

When I try to make a pal vcd from a mpeg file, an error message comes up 'invalid video stream'
>>29 frames/sec with 320x240

How can I make the file compliant? I am loath to re-encode with nero as it goes well for the first few minutes then deteriorates the picture after that.

I tried with TMPGen but the sound came out really bad.

Any suggestions?

It probably has to be at 25 fps in order to be PAL compliant. If I remember correctly, this can be overcome by: Under TMPGEnc, try using the 3:2 pulldown or telicine options under the "Advanced" tab. Simply directly changing the framerate will throw your video out of synchronization.

I have tried many ways to fix this mpeg, and although the picture looks fine, the sound goes all crackly.

Is there a setting I should try?

I have tried 'noise reduction' in the advance settings.

Try setting the sound to MPEG Layer II at 224Kbps

By the way, was the sound okay in the original MPEG file?
What audio format was used?

Mpeg layer II 192, 4100

The main thing that nero tells me is wrong is that the 29 frames/sec is not compatible with the 320x240 ratio.

I tried already to convert the audio to 224 but even though it did improve the crackling to some degree, it was still present.

Should I try to see if Nero can convert it?
I realize that it does a pretty bad job at converting avi to vcd, but maybe not with this kind of thing?

What do you think??

Have you done this? (I'm fairly certain that you haven't, since you continue to refer to 29 fps being incompatible)

Sorry I didnt mention that..

I did use those settings:

The 3:2 pulldown option made the video have all these horizontal lines in it and looked awful.

The telicine option made the picture look good, but the sound was all crackly.
When I use the telicine option, should I keep the 29 frames p/s in the video settings unchanged? From what I read about this option, it converts to 24 frames / sec. Is this close enough to the ntsc frame rate?

My mind is spinning with all the possibilities!!!

Yes, the sound quality was very good. That is why I noticed how badly it sounded after the conversion.

I have tried both 192 and 224, with noise reduction, and still the crackling.
