dolby digital on VCD!!!

Hi!!

Are there any news about making a VCD including dolby 5.1????

A friend of mine told me that there must be a (new) program which supports 5.1 when making VCD´s.

Please help a newbie...

Othwerwise this question: Does the stereo-tone create a normal dolby-surround with my dolby surround/digital amp??
