Are you asking about a video file that you already have? If so, what format is it in?

      Formats

As long as your video files are either mpeg 1 / 2 they can be converted to a vcd / svcd format.

Any burning program that allows vcd creations will be able to do this.

To play in a dvd player you can use any standard dvd resolution, vcd (352x240) 1/2 D1 (352x480) or full D1 (720x480). Some dvd players will also play svcd (480x480).
