audio twitch problem

There is this audio twitching problem after convert from avi format to mpeg vcd(using tmpgenc).
It's like running too many programs or like playing on a damaged vcd.

I have tried saving as .wav using virtualdub then rejoin them with tmpgenc but the problem still persist.
The extracted wav file sounds fine but whenever I use tmpgenc to convert to mpeg, no matter what setting I choose the twitching problem still there.

I have included the avi file info from virtualdub.Is there a way to fix this?Many thanks in advance
