    VCD witout compressing in MPEG?

    I have some video clips in AVI (motionJPEG) 320x240 format. Is there some program that would not re-encoding my videos in MPEG1(leave it in Motion JPEG format) and make it a VCD ?

    No, then it would not be a VCD. VCD video is required to be encoded in MPEG-1 format. If you drop and AVI onto a CD, you have video on a CD, but you do not have a VideoCD (VCD.) The VCD standard also has specific resolution, video bitrate and framerate values.
