how do i stop getting blocky looking conversion files ?

    can anybody help me please
i have been converting PAL avi files to NTSC mpeg for VCD's
    useing tmpgenc.

the process works ok and the vcd's play ok on my USA friends DVD player,

    BUT
the conververted mpegs look like the they are made of tiny 10mm or 1/4 inch squares.
they are pixelated or blocky to look at.
and they get worse when there is a lot of motion in the picture

i use tmpgenc with all default settings

is there a setting that i can change to give better conversions ?
or reduce the blocky look ?
do i need to give more information on the problem ?
    thanks
    bruce

    Go to:

and enter (INCLUDING quotation marks) "PAL to NTSC"

    or

    "NTSC to PAL"

"i use tmpgenc with all default settings"

There are many different settings via the "Project Wizard". Did you initially use one of those?

Tmpgenc's defaults are far from perfect. You are also doing a framerate and aspect ratio conversion, on top of VCD (lack of) quality.
No wonder they look like crap

Why VCD? Even SVCD would be better, although the aspect and framerate conversion is still there, you can at least control bitrate.
Set tmpgenc to use 2:3 pulldown at 23.976fps output.
