mpeg-1 freezes

I have used TMPGenc to convert a divx video (320x240_1500kbps) to mpeg-1 using this settngs:
size:320x240
Frame rate:25
Rate control mode:2-pass VBR (average bitrate_1500; maximun bitrate_2000; minimun bitrate_1000)
Motion search precision: Highest quality
Filter noise reduction: Still picture_80; Range_2; Time axis_40

No problem during conversion and the video looks better but when I want jump to another scene in the video this freezes.

what's wrong?

Try redoing it without the noise reduction filter...

The problem persist even without the noise reduction filter, but it's fixed changing the "Motion search precision" to normal and using a constant bitrate. Any idea why?

While I don't believe the "Motion search precision" has any effect on it, the change to Constant Bitrate (Or "Automatic VBR[CQ_VBR]", that I always use) is apparently required for accurate "seeking".
