How do I keep the 720x480 resolution?

Hi, my original AVI file is 720x480, how can I keep this resolution when I convert it to an MPG file in order to create a VCD.

Compliant VCDs have a resolution of either 352x240 (NTSC) or 352x288 (PAL)...
