Avi ==> VCD with Nero

i wanna know if you got an avi thats not 352*288 and use nero to convert it will nero distort the apect ratio when doing so.

also say my avi is 23.97fps when i use tmpgenc if i leave as this will it be playable on a pal tv and dvd player
