Can someone please instruct me on how to encode this type of file, and what tools can I use. I have tried everything and still I have failed. Here is some data I extracted from the file information.

Sampling Rate: 44100hz

Audio: Sample Precision
Compression: Fraunhofer IIS Mpeg Layer-3 Codec
