DVD to VCD with FlaskMPEG guide question

In the DVD to VCD with FlaskMPEG guide it is stated that:

... VCD's and SVCD's are not written to a CD-R in the same way we would write other data! CD-R's actually waste about 90MB in order to produce a filing system that we can use in Windows. This means that you can fit an Mpeg video of about 740MB on a single 650MB CD-R or 820MB for playing in a standard VCD player. The same idea has aways applied to any audio CD's you make. As long as it is 74 mins it doesn't matter how many megabytes the audio takes on your hard disk ...

Is this true? If so can a 700MB CD-R can hold 790MB of video or up to 74 minutes of video?

Burning the cd in mode 2 allows you to put 800mb onto a 700mb cd. This means when you make a vcd or a svcd, you can put a 800mb file on no problem.

With audio, yes you can put 74 mins or 80 mins (depending on length of blank cd) of music on a cd no matter how big the file is on your hard drive.

I'm playing around with options on Nero right now and for some reason I cant change from Mode 1 to Mode 2/XA when i try to make an SVCD but I can do it when i try an ISO burn (I never really burned anything, I just played around with the options)

This would help a lot if it can work for SVCD. That'll mean I won't have to mush a 3 cd movie into one and chop it into 4 parts. I get up every half hour to change cds!!!!

When you select either VCD or SVCD in NERO (and drop the file in the proper window), it AUTOMATICALLY uses the appropriate mode...

(An 80 minute CD-R will still only accept about 35 minutes of video in SVCD format - and 80 minutes in VCD format)
