Skipping DivX to make a VCD

Until they start making DVD players that support Divx's (which I hear is soon) I guess I'm stuck with making VCD's to watch them. Even the ones i made myself. I just had a wild thought and wanted to put this idea out there to see if its possible.

Is it possible to make a VCD straight from a DVD or the .vob files from them? If you think about it, a VCD is an MPEG-1 or MPEG-2 for SVCD and the .vob files are really f'ing sharp MPEG-2 pictures and sound. Wouldn't a program like TMPGenc be able to squash it down so that it fits on the two or 3 cds for a regular length movie? It seems to me that all it would have to do is re-encode the video stream and audio stream at lower bitrates.

I realize that this may already be possible and bone-head me has never found out about it. if that is so, then all I ask is that somebody please post a guide to it or briefly explain the steps to do it and I'll half ass it from there.
