Why would you want to do that? It is however possible.
TMPGEnc, automatically adjusts the framerate when converting the avi to mpeg-1 or mpeg-2. -

The only reason is probably u have ripped a ntsc movie and want to make a pal VCDComment

Yes I Want to make PAL VCD's from NTSC avi files, but isn't that
possible.I've tried with TMPGEnc but the video is freezing that one frame in the second. So I should ask again is it possible to
convert NTSC avi file to PAL avi or mpg file?
