I've been using flaskmpeg and tmpgenc. I get pretty decent quality, but I just wanted to know if i can make my playback quality a little BRIGHTER within the software or if there is any other software that I should use other than the ones I am using.

Sure. From within TMPGEnc, click on the "Advanced" tab. Put a checkmark next to "Basic color correction". Doubleclick on the words "Basic color correction". Adjust the brightness accordingly.
