PAL and NTSC???

Hi there, I am very new to encoding videos and have a question to ask.
Is it possible to change a NTSC file to a PAL file?

Sure it is!
But I don't see why you would do that...

The general rule of thumb is: In every conversion you lose some quality, and since your computer can play both, I don't see any reason to do so...
However, to convert, just make it 25fps, 720x576.

if u use TMPGEnc, make sure you select the PAL format/NTSC format when converting from one to another. if u don't, it's not really a PAL/NTSC compliant vid
