Converting AC3 to MP3 directly

After many FAQs have been read and a few movies done - I have a question:

Is there a tool which converts AC3 streams directly to MP3 without using PCM wav format in between?

You can use AC3DEC. When you start the encoding you can choose every installed codec like PCM or mp3.
