Weird frame rate

I have harry potter and the philosopher's stone as a DivX and i want to convert it to vcd so i can play it on my dvd player. However, when i checked to see if it was pal or ntsc by looking at the frame rate it said the frame rate was 20fps. I don't know what to do with this so is there any programs that can change the frame rate or something.
Any help would be great.

I'm afraid that if you simply change the framerate, you'll find that you've desynchronized the audio/video.
