Crackly sound after converting to mpeg

Hi
I am converting to vcd through tmpgn, movies with mpeg3 audio have no problem, but movies which are missing the mpeg layer 3 are coming out crackly.
ANY IDEAS ANY1?

What format and bitrate IS the audiostream?

Thanks for answering so quick There in no audio format only duration and bitrate 448kbps

That bitrate is indicative of an .AC3 audiostream ("Unknown [tag 2000]")

Hi again
It is happening to another movie with 192kbps with no audio format either.
What do I need to do?
I have put through tmpg with the media set high priority (well 1) all goes fine , until you play the mpeg, its like robot crackly talk.
