I have some movies in MPEG format that have text in the bottom of them that does not go away. Is there a video editing tool that can remove text from a movie?

Well it is right on the bottom of the screen in white letters but yes it is on the picture and not seperately below it. Amazing that with all the options in video editing that one cannot delete the text. Hmmm.Comment

There's nothing amazing about not being able to remove a permanent part of a graphic image, whether picture or text...
(That's why you were asked whether the text is entirely below the video images. If it appeared ONLY in a lower "black bar", it could have been removed and replaced with a "clean" black bar, using TMPGEnc)Comment
