    Welcome to forum.
    Personally, I would recommend Besweet

Download the GUI too if command line is too tricky

I have some problems using besweet.
I can't found witch bitrates is avaliable for ac3.
I know two values 448 and 384, but I need values less than 384.
f.e. 336 but it not works

In Besweet GUI I can't found option to encode AC3
Only when I use command line I found one option avaliable
      (-ac3enc (-b xxx) )
If it existing it was very well to found any programm witch simply
transcode ac3 to ac3 with lower bitrate without any filtering, mixing and normalizing.

Probably more simply is generate 6 waves and after that generate ac3 via Softencode

        The GUI should be easy.
        Look at attached oic.

        The birates for ac3 are 32, 40. 48, 56, 64, 80, 96, 112, 128, 160, 192, 224, 256, 320, 384(default), 448, 512, 576 & 640

If it existing it was very well to found any programm witch simply transcode ac3 to ac3 with lower bitrate without any filtering, mixing and normalizing.
Just turn off the features in the Azid tab.
