Which is the best format to make movies?

Is this correct. I download a divx movie use a avimpeg splitter first then encode it with tmpgenc PAL CBR 74mins for CD, then the file seems to show more MBS onced encoded. The audio quality is often well out. Where am I going wrong. Would it be the same procedure if I were downloading an AVI movie or something? Any ideas most welcome

You're not going wrong at all, you just need some background
Either VCD or SVCD @ CBR uses a (pretty much standard)
    bitrate.

The AVI on the otherhand could be anything.
It could be a lesser or greater bitrate. Meaning, it could
be smaller (In MB) or bigger.

Sometimes TMPGenc will not do such a good job with the audio.
And it's worth using something like virtualdub to spin-off the
audio and create a PCM wave file from the compressed
audio. Resample to 44.1 if it's not already and save.
Use this new audio in tmpgenc.

    Good luck
