I would suggest you read some xvid encoding guides and search the forums (www.doom9.org). Do a comp test in GKNOT.
Japanese "anime" may be more difficult to compress.

does the resolution of the video effect the size of the output file? for instance if a 720x340 and a 620x290 video that are encoded with the same bitrate have the same file size?
Will the picture quality be the same at fullscreen mode?
Try encoding with XviD using a custom-matrix for animation and B-frames (only) enabled. To top it off, use FFDShow to play the resultant file. I have never been happier with the results.
To help you choose what resolution to use, this general guideline may help. For resolutions of 640x(), a bitrate of around 1000 is optimal. The nominal bitrate changes accordingly with the resolution, of course. I wouldn't personally use resolutions higher than 640x() as the details difference is hardly evident and in fact, can result in more compression artifacts (which are FAR BLOODY more obvious).
I'm new with this fourm so i'll try my best not to make any mistakes and follow the rules. So bare with me. Ok with what i worked with. For what knowledge i have for good settings. It all depends on the source. Like some say garbage goes in garbage goes out. I have a DVD plus 3060 capture card so alot of my encodes are hardware encoded and all interlaced so the settings i used are ussualy working with virtual dub mod. I noticed De interlacing produces ghosting and makes more noise whening adding filters. This i mean is just for me like when i make encodes. I know you already probably know that. But there something i used called inverse telecine. It removed some scallines in my interlaced video but retained quality so when i added sharpen filters it wouldn't bring out more noise. If i messed up saying anything i'm really sorry. I'm trying to get used to this forum.
