yes
in Vdub click on compression choose your encoder (divx or xvid) click on configue.
i use xvid. with xvid you can choose cbr, 1 or 2 pass vbr

*After load and edit your movie do this:
* Go to video=>compression=>divx_or_xvid=>configure=>2pass _first_pass and press ok
* Go to file=>save as avi and check "Don't run this job now...", name your file (i.e. video_1) then press save
* Go to video=>compression=>divx_or_xvid=>configure=>2pass _second_pass and press ok
* Go to file=>save as avi and check "Don't run this job now...", name your file (i.e. video_2) then press save
* Once you are back in vdub press F4, the vdub job control will appear, press start
* Done, your final movie will be video_2.avi
