Mpeg2->XviD can't do smaller than original

I try to convert a movie mpeg2 2cds to 1 xvid<1Gb.

Using virtualdubmod and XviD 1.0.1 (newest) codec.
I tried compression with a little piece of the movie (06:30 mm:ss)
