So you mean that you've extracted a dat file out of a (S)VCD disc/image??
In explorer go to Tools/Folder Options/view and make sure that "hide extensions for known file types" is UNchecked so you can see the extension .dat on the file. Left click the file - Hit F2 and type FILENAME.MPG - this is now seen by applications as an MPEG file either VCD or SVCD.
