avi output file too large

I am new to divx encoding and I am having some problems getting my files to be the right size. I used the bite rate calculator and changed the settings in flask mpeg correctly (I believe). My file size on a 90 minute DVD is right aroung 1.4 to 1.5 GB and I am looking for just under 700. Any info would be appreciated. Thank you.
