Divx/Xvid to DVD

whats a good program to convert a divx/xvid avi to DVD so i can play on a dvd player, so far my end result is the video being a skippy, and help?

btw, i was converting a NTSC .avi to a Pal DVD Mpeg2, i was told Inverse Telecine will stop the video lag & whats a recommened program?

cause i can use TMPGENC Plus perfect for converting a PAL avi to PAL dvd.. just NTSC to PAL is laggy.
